Warden observed primary enclosures used to house dogs had an accumulation of excreta.

Warden observed primary enclosures used to house dogs had an accumulation of dirt, debris, hair build-up, and general filth.

A Veterinary examination was ordered on one dog under section 402(a) based on warden’s observations of the condition of the dog during this inspection. Kennel is in compliance with section 402(d) because the veterinary examination was completed within the 72 hour time frame.

Wardens observed an inaccurate bill of sale for 3 Boston Terriers that had recently been brought into the kennel.

Wardens observed two dogs with significant matting.

Wardens observed one dog with significant matting and two dogs with hair loss/skin issues.

The kennel owner complied with a vet check following this inspection.

The licensee is documenting the puppy acquisition information on Pennsylvania State forms instead of the Record of Acquisition of Dogs and Cats on Hand (APHIS Form 7005). It's important to utilize APHIS Form 7005 for dog and puppy acquisition information to ensure that all the required information is documented and maintained. Correct by documenting all puppy acquisition information on the APHIS Form 7005 or an appropriate cage card. Correct by: August 9, 2022.

Many of the APHIS Form 7006 Disposition records for the puppies were incomplete. At least ten of the disposition forms did not include the address of the person to whom the puppy was sold. The forms also did not include the facility's USDA license number or the USDA license number of the broker to whom some of the dogs were sold. It's important to document all required disposition information to allow for animal movements to be tracked and ensure that individuals that require a USDA license are appropriately licensed. Each dealer shall maintain disposition records which fully and correctly disclose all the required information as included on the APHIS Form 7006. Correct by March 28, 2023.

In the rear puppy enclosure, located at the office, there is an approximately 6" x 8" hole in the elevated flooring. The hole appears to be filled with shavings but still could allow for puppies to fall into the void.

Additionally, in one of the enclosures housing an adult German Shepherd, there is an approximately 8" x 10" circular hole in the aluminum wall of the outdoor run. This area has exposed insulation and sharp, rough metal edges.

The licensee is not consistently maintaining medical records for his adult dogs and puppies. The vaccination and deworming records for approximately half of the puppies were not available during the inspection. Additionally, the licensee is not recording the distemper or parvovirus vaccinations, deworming, or treatments of the adult dogs. Failure to document and maintain medical records for the dogs and puppies can make it difficult to verify that the Program of Veterinary Care is being followed as written and that the dogs are receiving the appropriate preventative care and treatments. Medical records for dogs must contain the name of all vaccines and treatments administered and the dates of administration. Correct by March 28, 2023.

The licensee was not able to locate the facility contingency plan during the inspection. If an emergency or natural disaster were to occur at the facility, the lack of a written contingency plan could impact animal health if the staff are not prepared to respond to the situation appropriately. Dealers must develop, document, and follow an appropriate contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the the event of an emergency or disaster. Correct by: August 10, 2023.

In the left-side enclosure, the flooring material has been chewed so that there is only a small portion bordering the the left-hand corner of the enclosure.

In the outdoor run of the second enclosure, the wire fencing that attaches to the wall of the building has become detached at the top and has a sharp point projecting to the inside of the enclosure.

In the same enclosure, there are pieces of white insulation that have become partially detached from the ceiling of the outdoor shelter area.

There were a large number of flies in the indoor puppy area located behind the office. Several flies were observed flying around the bedding and side walls of the enclosure. The licensee is utilizing sticky tape traps and fly bait, however, it does not appear to be effective in controlling the flies in that area of the facility. Failure to maintain an effective insect control program can allow for the introduction and spread of disease hazards to the animals. The licensee must ensure that a safe and effective pest control program is established and maintained at the facility. Correct by : August 17, 2023.

Warden viewed that the kennel owner transported a dog into the commonwealth without first obtaining a health certificate.

The open supplies of puppy food and bedding, in the area adjacent to the office, were not being kept in containers with tightly fitting lids. The container for the puppy food did not have a lid, and the open bag of shavings were being stored in their original plastic packaging. It's important to store open supplies of food and bedding in containers with lids to ensure that they do not become contaminated, lose their nutritive value, or attract pests. All open supplies of food and bedding must be kept in leakproof containers with tightly fitting lids to prevent contamination and spoilage. Correct by: 02/21/2024

Warden viewed a veterinary exam that was done 2 days overdue.
